(1) To be a candidate for promotion, the educational qualification as prescribed for the post one grade below the rank of the post to be promoted and the minimum period of service as follows:-
(a) Three years in respect of gazetted posts,
(b) Five years for gazetted posts.
(2) Notwithstanding anything written in sub-section (1), women, tribals/tribals, Madhesi, Dalits, disabled and permanently residing employees in backward areas will be potential candidates for promotion even if the service period is less than one year.
